You put a ruler across the PVC pipe and see approximately 3.5 inches.
So you assume you need a 3.5-inch vent cap.
Usually, that is not how PVC pipe sizing works.
PVC is commonly identified by its nominal pipe size. The nominal size is not necessarily the actual outside diameter you measure with a ruler.
